
Sviatlana Phelan
Chief Counsel, Legal Regulatory Affairs and Policy, PNC
Sviatlana Phelan serves as a Chief Counsel in PNC’s Legal Regulatory Affairs and Policy Group. She provides strategic legal and policy guidance on a broad range of issues, including Basel III regulations, capital and liquidity requirements, stress testing, and regulatory tailoring. Sviatlana leads external advocacy efforts and advises on internal capital planning and liquidity management, collaborating with a wide range of senior stakeholders.
Prior to joining PNC, Sviatlana worked at Citigroup, where she advised on complex bank regulatory matters, capital interpretations, and capital markets transactions. She spearheaded a global initiative to strengthen legal analysis and compliance framework for derivatives and repo-style transactions.
Sviatlana brings over a decade of experience from the Federal Reserve Board, where she played a key role in developing post-global crisis regulatory framework and capital regulations. She led the development of the Basel III capital rules and supplementary leverage ratio, provided guidance on complex capital matters, and actively collaborated with U.S. and international banking regulators to promote consistent regulatory standards. Her career also includes experience at the Bank of England and the U.S. Securities and Exchange Commission through interagency exchange programs.
She holds a J.D. and a Master’s Degree in European and Eurasian Studies.
